This is true to an extent. Not all PHI is equal generally name would not get shared in research like this (I used to be a research assistant in public health research). But again, I get not trusted current admin with it.
My partner ( @petrosophia@caw.corbode.com ) works in health care research data currently. Tagging her in case her honest broker background would offer some perspective on this.
