Off the top of my head this could be very bad for victims if any data breach exposes them as a victim or the actually images or hash. Bad for everyone when false positives or bad hashes proliferate through the system. Bad for small independent providers of services who have to somehow comply with it and the duties.

@JamesBaker@social.openrightsgroup.org would there need to be a breach? With enough hashes anyone who's ever been in the database would be unable to share pictures of themselves as a grown up online?
