The only reason why more bicycles are not built like this is because most bicycles are not designed for daily transportation, they are designed for hobbyists and racers. My bicycle is not for touring, it is not for "bikepacking", it is not for off-road or gravel or mountain biking, it does not need to be foldable (and I do not want a folding bicycle), it is not for transporting children. It is not a fashion statement, much less a sport. It is a way of life.

Someone of shorter stature may have difficulty fitting a bicycle designed around 700c wheels, in which case 650b may work better for them, or even 559 (26") wheels. Some people may need even smaller wheels. The only meaningful difference for most non-competitive riders is that a larger wheel will roll over road imperfections more easily, and all other things being equal, has a larger air volume to absorb shock. But, a bicycle has to be built around its wheel size and intended rider size.
