It shouldn't be difficult to build and be completely harmless to the pole: just clip it on and run it up to each tie in turn before reversing it back down[1]. Collect the flags with a litter-picker for tidy disposal. 3:O))> [1] This will be difficult/impossible for poles with attached signage, of course, unless you can attach it above the metal brackets.
