True, but by what mechanism? Have networks ever voluntarily established interop at scale, or has it been driven everywhere it's happened by customer protection rules?

@strypey@mastodon.nzoss.nz I've no direct knowledge but I think it was combinations of exhortation, agreement, regulation, and self-interest. And the EU doing, carefully and once it reached consensus, sensible things.
