Three concrete measures of time: the orbital period around our local heat source, the rotation period around our axis, and 9192631770 vibrations of the Cs-133 atom. The latter may look arbitrary but if you change it, you change every other unit of measurement, as well.
So decimal what? Swatch "Beat" was stupid.
