I totally agree with the consultation fatigue aspect. There is no reason there can't be streamlined effective environmental assessment using multiple sources. It's not even a novel concept. Project WarpSpeed got us the first COVID vaccine approval in under 1 year on spite of SARS-COV-1 being an unknown virus.
