The present behaviour is defined in SpecialCasing.txt, so potentially that could be deprecated and new standard casing pair properties defined. I don’t know whether stability agreements might affect this though. With regard to OTL features, some font makers perform smcp and/or case feature subsitutions that result in graphical SS (either as a glyph sequence or as a single glyph composed of two S shapes). This was never a good idea.
