@FloatingOnion@cyberplace.social I don't guarantee that other returning officers will come to the same decision. Actually I don't think this one even went to the RO. The counter is supposed to put dubious ballots in the pile for RO consideration - they are *not* supposed to seek the opinions of the people watching the count, but IIRC this one did (as is not rare IME). We all shrugged and said "intention of the voter is clear" so it got counted without going via the "dubious" pile and RO adjudication.
