Hey! Chipping in to say this particular Cyrillic Uncial style has existed in Romanian scriptures even since the local Church wrote in Cyrillic!
It's not far-fetched that the style might have bled through even after the official 1862 Latin adoption.
The floral motif, though, is definitely a stylistic choice not part of the usual "canon" (if exists).
Btw I invite you to check Romanian printed matter from the 19h century, very interesting amalgamations of Cyrillic-Latin :D
