My work laptop does this fun thing sometimes where it boots up and decides it's just not going to use its fans today. Colleagues have had laptops melt themselves because of this feature. I only caught it today because I went to plug a usb stick in and noticed how warm it was. The solution/superstition I've developed that seems to fix it is boot it with the power supply disconnected, but then plug it in before it gets to the screen complaining it needs a power supply connected. It seems to always fix the issue. Oh and it only seems to happen when I change which dock its connected to, ie when I go to/from the office. IT really is an arcane form of magic.
