The sad irony of the blame-drivers culture, absolving traffic Engineers using that magical American scepter of Personal Responsibility, when we all know drivers aren't going to be held accountable anyway (because that would be cruel, to withhold transportation from someone, like all of those kids that aren't allowed to go even 1/2 mile from their homes without a chauffeur.)
