KolourPaint doesn't support layers, so when you paste something, put it into place and deselect it then it is written to the bitmap immediately.
Use GIMP if you need to use layers. Tons of YT videos on how to do it (ex: https://www.youtube.com/watch?v=egyrVoXY7Ss )

Krita might work too if we want to stay within this community's topic area. If we don't, there is also the more lightweight Pinta.
