today Montréal is testing its alert sirens for chemical leaks from 12 factories around the city. which immediately begs the question: why are these factories allowed in or near population centres in the first place? aren’t toxic chemical factories basically the entire justification for zoning laws? you can’t build a 4-plex here, but we need to install alarms everywhere in case chlorine gas leaks from the neighbourhood paper mill??
