I don't know, maybe I'm too much of a computer nerd, but I feel that:
1. The printed media does not have enough reach
2. Easy to track distributors (finger print, printer yellow dots,...)
3. Expensive to produce/dustribute
Compare this, for example, withPGP encrypted email or blog/forum on an .onion domain

@Mehrad it worked in the past, revolutions were built on paper and the smuggling of paper books would-be revolutionaries learned by reading forbidden or secret texts
