I'm afraid you are very wrong. Here are some facts that you have overlooked as far as I can tell:
1. Iran launched "National Internet" some years ago, meaning the local banks, local websites, local emails, local messaging, ... and etc. works normally and without interruption (and of course under surveillance of the gov).
2. The issue of internet blackout is that people will have no source to news other than what gov is feeding them. This is the real problem.

@Mehrad about your second point, this is why print media should make a return underground newspapers, like in the past, or news pamphlets, just drop them at people's doors, hand them out in the streets, and let trusted individuals subscribe to weekly papers
