That was certainly the point at which they lost the political battle. If one is really serious about reducing carbon emissions then that needs to come first. By ceding that ground in carving out exemptions they allowed themselves to be painted as people who were capricious and inconsistent, and drew the ire of all the numpties who thought they should get an exemption for their ‘special circumstance’ as well. The point of the policy was that we would all work together.

@HyL The proper response to a disadvantaged group - like those with oil home heating - is to support them in transitioning asap to something more sustainable. That means putting the goal ahead of purity tests: offer an aggressive grant and loan structure regardless of whether the building is occupant owned, single or multi-family, etc. Make it foolish to not replace an oil furnace with a heat pump (for example) by eliminating the upfront and downstream costs.
