People get to work on tap-taps (small buses made from pickups with extended benches). Operators do not have the money to just dump their petrol/diesel tap-taps for... what are you suggesting, solar-powered buses?
Or if you're suggesting buses with batteries that need to be charged... there are developed nations that haven't rolled out the infrastructure for that yet, let alone one of the poorest countries on Earth in the middle of the state failing.

@klu9 @franklinlopez It is difficult. Almost as difficult as continuing to run on petrol while the price rises and supply decreases. The experience in Pakistan and South Africa, neither of which I have visited, appears to be that this is less an infrastructure thing than one for a myriad nodes. My suspicion is that if there are sources of panels and of electric drivetrains, people who have a need of them will find ways of using them. And then they won't be paying for petroleum.
