@whack I'd honestly think you're already looking at the problem from the right angle: People, by and large, aren't using a wayland compositor "bare", they're using some desktop environment, and whatever Gnome, KDE and maybe one from the group of {COSMIC, Budgie, LXQt} uses is going to be the reality for > 98% of users.
I don't know whether, say, Gnome is intrinsically motivated to standardize what they're doing as Wayland protocol. I know that wlroots grabs its input directly from libinput, …
