Line quality is now good enough that being on a muted line is indistinguishable from being hung up on.
The glorious days of in band signaling and analogue line noise are now gone.
So they play some over compressed garbage. Over compressed because speech is within certain frequency bands and phone is optimised for that. Which means all the instruments sound like garbage as they’re almost filtered out.

No, I don't want to hear a tortured, tinny rendition of Dave Dobbyn's 'Loyal'. Nor do I want to listen to repeated corporate messaging: "Did you know that you can probably do this thing faster on our website?" It would be wonderful to have a "Kill Muzak" option. I understand that a quiet line is indistinguishable from dead air, but loud, poppy misc being squeezed through the eye of a needle is offensive. It's fingernails on blackboards. My preference is the WINZ system* where they estimate the wait time and offer you a callback. That's civilised. * May just be for oldies, I'm not sure. @futuresprog @ojala
