@sammy your preferred model of a “shitable city” is that they be free. But it is possible for a city to have adequate public toilets and for those toilets to be paid. That is the only point I am making. I too prefer that public toilets be no charge, but the framing that the must be free otherwise it doesn’t count as a city with an adequate amount of public toilets is incorrect.
