you'd expect the other airlines to cancel first if it were fuel, delta owns its own fuel refinery and can absorb the costs better
this is probably their ancient crew management and scheduling software choking on the new staffing rules

If anything owning their own refinery would make them worse off since now they have to deal with lossmaking flights they've already sold as well as a refinery about to go idle.
