@VE2UWY All browsers still happily display plain text files. The HTML with tag is there so that the GameFAQs logo and navigation can be wrapped around it. Plain text can't have links or images. And no, HTML does not require an or tag to be present. The HTML standard says those tags are implied if they aren't actually present. @juliancday
