@lake pretty much, yeah. I first heard the story on a law podcast in which they also took that stance, arguing that the proper remedy is for the law to be written more clearly. Lawyers! Seems like the pertinent detail would be: Does the animal's container require an additional seat? Buy a ticket. Can it fit easily on the paying passenger's lap? No ticket.

@RMiddleton yeah that’s a hilarious but unsurprising take for lawyers to have… and yes! Totally. although I suppose your proposal opens up a gray area for transporting houseplants that take up a whole seat, lol.
