@nedley yep fair enough, for locals I agree the card is just as good.
As a tourist, just about as good, though that small extra step to first add a card and choose how much $ to put on it is a mild friction over straight Apple Pay (ideally with Express Mode)
I'll leave it Portland as ‘no' unless anyone confirms otherwise, as I can't find a source saying Express Mode is supported for contactless Apple Pay.

@jeremyburge Red though my face may be I disagree with you. Tourists are already spending money they don’t need to and a person would be an idiot to visit Japan and not add a Suica card to their wallet. Suffice it to say I don’t think the one-time setup should be denigrated and would rather shame systems that don’t offer any form of open loop payment, but it’s also not my website. 😉
