@ozon @PatrickHerd Yes, the function of the bottom brush is just to get charge onto the belt, and the top brush to get it off of the belt again.
The issue is, that there are many different topologies and I can't really make sense of them. Here's the arguing I've heard so far:
If you have a brush at high voltage located at the lower roller it can spray charge onto the belt, but due to the belt touching the roller there might be a mirror charge building up on the pulley side of the belt.

@ozon @PatrickHerd That's why some argue you need your brush to spray the belt with the counter-electrode not touching the belt so it can't transfer a mirror charge which cancels out the spray charge. Then there are variants with a grounded brush followed by a brush at HV to first neutralize all charges going down and then charge the belt going back up.
