@Paul could it be it has been sawed to be easily filled with water from the stream and to also collect rain water? And buried - for stability perhaps?

@LitteRatty I think the stability thing is probably right. The stream is at the bottom not that - it might just be so it's easier to reach in to fish out detritus and/or fill up a watering can for the top of the plot.
