Sort of but it’s also because these things take forever. If you want to put something forward to the European parliament you best submit the petition while you’re still in the womb. I still think the petition was a bit hamstrung by being sort of vaguely defined. I think it initially got rejected because it did sort of sound like it was trying to force developers to continue support for servers indefinitely. Now that the clarification has been made that they were simply need to open source project I think the politicians more open to the idea.
