Part of the pact agreement was to not help enemies of the other That’s because it was a non–aggression pact. Other such pact have it too, the Soviet–French Non–Aggression Pact or the Anglo-Thai Non-Aggression Pact, or the Portuguese–Spanish Treaty of Friendship and Non-Aggression all seem to have had it. These do not make them allies.
