"It's better to ask forgiveness than permission"
When I first saw that saying, it was the story of a dude who opted NOT to ask his boss if it was okay he applied for a job in a different part of the company. He fully accepted the gamble to his relationship with his manager, and said he was lucky it worked out.
It was a professional context where "permission" is more courtesy and culture than literal approval.
Now people apply it to anything, reject the gamble AND demand forgiveness.
