A man who is not responsible for his own behaviour is a present and ongoing danger to the people around him, and any suggestion that this is the case should immediately disqualify him for any position of responsibility or leadership.
Anything otherwise brings us to the terrible world we currently live in, where many are rewarded for transgression and causing harm.
