Its a more common problem than just for wheelchair users - I frequently encounter this problem & I'm standing at 5ft 8in.... on this I think its less ablism as just bad light design.

@ChrisMayLA6 The particular one I’m thinking of was nicely lit for most standing heights, but hopeless for someone seated. I left a snottogram in the visitors’ book and also mentioned it to a member of staff.
