This was during the development of Apple III, and the stance at Apple back then was "the Apple II can't EVER be better than our new computer designed by committee"
But Woz and crew knew better, and UCSD Pascal was the first Apple product to use the then-new 16-sector format (and, thanks to a few compromises in the Pascal file system, do it REALLY fast; DOS 3.3's RWTS came from Apple III REGRWTS, but was slowed down)
