Its literarary shorthand for “this comic is bad at their job.” No comedians actually say that, unless they’re referencing a hack comedian.

I mean hack comedians still do it I guess, but most of them don’t make it past the open mic stage. Or they improve their craft and stop doing it.

Jerry Seinfeld literally was that guy. All those “what’s the deal with…” jokes are specifically making fun of Seinfeld. It’s not calling out all hacks; just the one specific hack.
