This law also puts ebike and scoots onto public roads, where they're speed limited to 25 km/hour. I know this will discourage a lot of people from active transport because it's so dangerous. But once the law is in place it's effectively going to impose a 25 km/h speed limit for all motor traffic travelling with ebikes and scoots as well.

Given the perverse outcomes and amount of criticism of the plan, I suppose one can draw their own conclusions.
