My first time really looking at the background in that pics. Looks like it could be a doctors office or a vet. Maybe that is someone’s emergency contact, getting some bad news. If it weren’t for that woman smiling anyway, though maybe she is a psychopath.

The sample / fill-in medical advance directive provided by my state has a section for “what tasks / obligations do you want carried out on your behalf” and one of the examples provided is pet care, but this seems like a poor way to state that.
