Yes, that's correct - why would anyone think anything else?
"Rights" are only ever what society, through the political processes in effect, decides that they are, from time to time and place to place, and this has always been the case.

@TimWardCam Yes, you are wrong. This is not what Rights are, you are describing Privileges, as in: temporary benefits granted by kings. @samiamsam
