I don't know the book you're asking about but I understand your plight. I'm still trying to remember the name of a book I read about thirty years ago as well...
Also fantasy, a YA novel, about a girl who gets caught up in a society of dragons and learns of their unique governing system. It's a system based on skill; the dragons have to compete in games/challenges and are ranked King, Queen, etc. to determine their position in the government.

@MissTR1 @virtuosew might that be Dealing with Dragons by Patricia C. Wrede? My son and I read that a few years ago. The main character is a princess who runs away from an arranged marriage to live as servant to a dragon, who competes in trials to determine who will be king. It’s the first of a series, though I don’t think we had any more.
