@osm_tech Is it possible to implement a softer blocking method, such as blocking every fourth tile?
Perhaps this would make the transition period less painful for users and also serve as a clear hint to app developers.

@foxy Regarding the clear hint, what about delivering a pseudo tile that just shows a short text for every request instead of blocking? That might bring the message to the right address even quicker. @osm_tech

@foxy Why? To end up in this situation in the first place, any developer would have had to have looked at the documentation and deliberately disregard the "host your own tileserver if you're going to be driving a lot of traffic" parts, which are repeatedly emphasized. Corporate actors rarely learn from a soft touch.
