@Twig@clew.lol the tell that a freeze is narrative is that it gets announced. genuine cost control can be done quietly — the recruiter slows down, the VP trims, and spend drops without the word 'freeze' appearing anywhere. when a company announces the freeze, they're producing an event, not just a state. the event is what gets reported
