No, it did, people just didn't pay attention to a sound associated with loud feminist women until a marketable dude took it up.
(Not denying Kurt was hugely influential and unique, but I am saying he was partly standing on the shoulders of groups like L7, Bratmobile, Babes in Toyland, and women like Kathleen Hanna, Kim Gordon, Kim Deal, etc. He fused the Melvins with what those women were doing. )
