I think it would just be NEAT to carry one of those modern high power air rifles & just shoot the tank silently while passing by.
Sure it might not blow it up, but it'd be funny to both gas their leg & cost them a new tank.

You'd need incendiary rounds to have much chance of making a LPG tank explode - even with a round that penetrates the wall is unlikely to spark enough to cause a fire. Generally such sort carry also pistols and will shoot you in self defense.
