Also, some groups force to impose more strict filters (by age verification) on some +18 websites where the less worse solution was to install a parental control and let the parents filter for their children.
Even if I still think educate children is largely better to help them to identify inappropriate content, because some parents can be too conservative (in religious term) and don't want their children to be educated on the things.
Some want/prefer to block this kind of content instead let them understand/learn (even in school) just thinking their children are more "innocent" than they are really.
(I was (not so) surprise when I discover in the navigation history of one of my little brother when he asking "how to extract a song from Youtube to put it on a MP3 player", to find another website starting by the same letters)

The main problems is too many parents are not educated on computers, they don't speak to their children of the danger of the internet.
And when they even try to install a filter, usually they missed this children can access to the web by other mean (like a shared computer or tablet, ...)
When you are in this, the easier and less trouble (politicly) to satisfied the will of conservative part of your voters is to force everyone to share their personal data to every website to access the content.
Even if since many decades the best recommendation was to not share anything to the websites.
