Ran a bit of a long term test with my VTR to see if it's stable and I was able to record around 17 minutes before it started losing sync again. Ugh… So either the drum speed is slowly drifting as it warms up, or the camera frame rate is slowly drifting, or the load on the motor increases as we get towards the end of the tape, or it's something completely different… I should probably repeat that test with a quartz locked camera to at least mostly rule that out as the source of the problem.
