@h3mmy I'd recommend getting a copy of Caro's "The Power Broker: Robert Moses and the Fall of New York" and read it and/or listen to it. It evocatively distills and explains the political process in which all Public Health agencies and programs are forced to operate in. Understanding the forces at work will make you better at getting programs done.
