So the local government in Spain mandates that you must pay a certain large fee or be considered a horrible offender and fined much larger amount, and the fee can only be paid with three ways:
* In cash when you physically walk in to somewhere;
* By credit card! But it must be issued by a spanish bank;
* By Spanish instant payments service! But just having Spanish bank account with that service enabled and tied to a phone number is not enough; it must be tied to a Spanish phone number specifically.
No, you cannot just do a SEPA transfer.
I just love when the government obliges me to do something and then not just doesn't make it easy to do that but actively goes out of its way to make it impossible to do that.

Imagine if German tax agency said that non-residents of Germany can only pay German taxes in person at the tax office in Berlin or at Berliner Sparkasse, or by credit card but only if it's issued in Germany, or by Paypal but only if your paypal account has German phone number. Also the deadline for paying taxes is in two weeks.
