Trade negotiations breaking down. One faction accusing the other of (possibly inadvertent) theft of resources, the other refusing an audit. Mediator assisted accusing party in self audit. During that audit a forgotten past transaction surfaced. Now the other party calmly claims "supply and demand" as reason for now inflated price on the desired goods during fresh negotiations.
