@hazelweakly Part of this is definitely Apple's fault — i have never once needed ± or § to have a dedicated key. Non-Apple ISO keyboards (or at least UK ones) have \ and | beside left-shift, # and ~ beside the enter key, and backtick to the left of 1. (Admittedly shift-backtick gives you ¬, which I have also never needed except for making a little face ¬_¬)
