Okay cool, now I know what we're talking about here!
I suspect the manufacturer chose to use uncoated cordura because of the inner, separate, waterproof layer
If you have two waterproof layers next to each other, you get condensation and mold between the layers
So I think they deliberately chose a breathable cordura for the other layer

@NilaJones interesting, that's not something I had considered. Thanks for mentioning it! (I know the guy who designed and built this bag so I don't have to guess at his motives and intent, I can email him and ask. Didn't consider that this was something I might have to ask about, though!)
