@blaine indeed, and the propagation of comments "upwards in the stack" interacts with failures to recognize "move from here to there" as a primitive within a draft/delta.

@blaine for example, you could reduce complexity by having comments be restricted only to drafts But then "merging" that draft loses all those comments. Is there a useful role to comments in the completed document? Should "marginalia in the finished document" be considered desirable? Related, but not identical: How do you work with something like Upwelling on a collection of linked documents, like a wiki or a man page
